I would see nothing with putting a call to investigate the passenger
manifests in general. Just no naming names. No saying that we want to
investigate, say, Bingham or Beamer, to see if they were real, or are
alive. Keep it general.
We can point out things like the Operation Northwoods document, for having
conjured up interest in this, since ON does talk about having fake victims
and mock funerals.
